What does this mean? It doesn't matter whether the place serves food or not or whether smoking is allowed or not. What matters is that you do not carry at the portion of the bar / tavern / restaurant where alcohol dispensing and consuming is happening at the same time. There is no definition for portion. Whether the area is "primarily devoted" to such purpose or not depends on many factors. Is more than 50% (primarily devoted) of the sales at that portion of the establishment from alcohol sales? Are those sale estimates based on daily, weekly, monthly quarterly? Ask the judge!
Your safest bet is don't carry at the bar area, especially if you're drinking. (see drinking any carrying laws) Apparently a foot away from the bar in a booth is fine.
Why do you need to carry a gun in a bar?, asks the ignorant anti gunner I reply: I carry everywhere I legally can. I never know when I might need it. If I thought I would need it in a certain place I would just avoid going to that place. I avoid places where I think I would need to bring a gun.
